Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Amid the immense confusion regarding the United States attacks on Venezuela, the seizure of President Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “take back the oil”, there is no doubt – this establishes a deeply alarming precedent.

A Grim History and a New Escalation

The United States carries a troubling legacy of meddling, military incursions, and control in that part of the world, but the early hours of Saturday witnessed its first major military attack on the continent of South America. “American dominance in the western hemisphere will never be questioned again,” Trump proclaimed.

The choice to militarily strike another sovereign country and abduct its leader – just a short time after he openly looked for a diplomatic solution – has still wider repercussions. This ought to concern everyone.

Deep Instability for a Nation in Crisis

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, widely believed to have rigged the previous presidential vote. They now face extreme instability in the best case. Mr Trump has suggested that Maduro's second-in-command, Delcy Rodríguez would follow US instructions, and rejected conservative dissident leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the acting leader, has so far sounded notes of defiance – and other elements of the headless administration are far more intransigent.

From Global Policeman to International Outlaw

A man who won power promising to abandon foreign wars now says he is “unconcerned about deploying troops”. Rebranding the Department of Defense as the Department of War was not merely symbolic. He fails to perceive the world’s superpower as a guardian of order; he is turning it into a lawless actor.

He is convinced that the US’s might permits it to do as it wishes with minimal cost: observe the attacks in Nigeria and against Iranian nuclear sites. He claims that Venezuelan oil means this new undertaking “won’t cost us a penny”.

An Illegal Assault on Sovereignty

George W. Bush invaded Iraq on a lie. But this unlawful assault came absent any United Nations mandate or congressional approval; key legislators received no advance notice and say they were given false information in briefings. Mr Trump is not trying to twist international norms, but to obliterate them.

Put aside the signal this transmits to leaders in Moscow, Beijing, and beyond, and ask where the US itself is heading. While the raid reportedly killed 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s escalating feeling of being untouchable will surely embolden further adventurism.

The Stated Reason Versus the Real Aims

No one buys the pretext that this is related to the drug trade. Venezuela is only a minor conduit for cocaine; Mr Trump recently granted clemency to the former Honduran president Juan Orlando Hernández for related criminal convictions. Mr Trump himself made it clear that he is propelled by the lure of oil as well as a desire to project strength, the worldview of key officials, and the appetite for triumphalism as his standing with the American public falters.

World Leaders' Silence and a Weakened UN

The international response, especially in Europe, has – with a few principled deviations – been surprisingly subdued. That’s not due to Mr Maduro’s sins, but fear of Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was welcome, but this episode underscores the institution’s growing irrelevance.

Mr Trump’s voters who oppose foreign entanglements could still pressure him to redirect his gaze inward – but escalating insurance prices, public anxiety over the economy and distracting files fuel his desire for external drama.

We are not yet 12 months into his time in office. Other governments may regret it if they stay silent now, considering the potential next target.
